In a situation where the Hemo debuff is already applied (eg, 1-2 Hemo rogues in the raid), I believe that the 3rd rogue (and subsequent rogues) will bring more damage with 20/41/0 than 11/28/22
Rogues don't buff a raid why would you take them over a decent enhance shammy? Well our melee loves hemo regardless of the rogue losing a bit personal dps. 1 hemo rogue will but your 20/41 rogue and other melee/hunters in the group. Hemo love!
